Desalination Troubles


Victoria has a very expensive desalination plant. A very very expensive plant indeed. 

Yet for the moment, nothing happens, most days at least in the far off field in Wonthaggi. 

But stirrings of life yet whir inside the walls – but is that good? 

Panorama reporter Laura Kewley investigates.
