Planning Minister bites developers, developers bite back

One fine Saturday a somewhat well known member of the Victorian Labor government dropped a 12-month bomb on the big building industry of Melbourne’s beating heart.
Plans that might have once reaped big tall things are now dead ducks – not within the frame of the new rules.
To set out to understand the new path skyscrapers and skyscraper boosters might tread, Panorama reporter David Ross took off down the long dusty road of Melbourne planning regulation.
